TimeTrex seems to fit your needs
Have a look at TimeTrex: http://www.timetrex.com/ The type of software you're looking for is often called "Time and Attendance" tracking. Hopefully that helps your Googlefu.

It may be overkill...
It may be overkill, but TimeTrex Time and Attendance is open source and has a scheduling module with complete accrual tracking and employee self-service for requesting time off. It does a bunch of other stuff too (ie: attendance, payroll), but that can all be disabled in the permission system if you don't want to bother with it.

Well, TimeTrex may be a good start...
TimeTrex may be a good start... Its the only open source payroll and time management software that I've seen that is even remotely capable. Its extremely powerful and works great for organizations with many thousands of employees across multiple countries/states/unions.
Not only that but its currently used in some of the largest most well known Universities in the world.

Payroll and Time Management.
Often over looked in the geek crowd, but critical to any company and often a fairly large expense is how they handle their payroll and time management.
In the past this market has been strictly held by the traditional proprietary software companies, but the open source alternative TimeTrex has broken into this market with a pretty big bang.
Last I heard they were getting over 10,000 downloads a month, and I personally haven't found a single competitor worth mentioning.

Re:We have a simillar issue..
Or you could just use TimeTrex, the open source payroll and time management suite and save yourself all the effort and money.
My company has been using it for over a year now and its like night and day compared to maintaining our old in-house system, plus it handles ALL our time and payroll needs.
Oh yeah, being able to view my pay check online from home is great too! -
TimeTrex
Take a look at TimeTrex. It handles employee scheduling, attendance, job costing, and does payroll for you if you want (ie: no exporting to another app). Its open source, and free too!

TimeTrex for Time and Attendance/Payroll
We're a little bigger then you are, but once you get to a certain number of employees most companies discover that tracking employee attendance and processing payroll becomes a huge burden for them.
So far we haven't found anything that even comes close to the capabilities of TimeTrex and the best thing is that it is open source.
We save thousands of dollars per year compared to going with the popular payroll outsourcing companies, plus we have some pretty unique needs, so we were able to customize it and eliminate any manual calculations and data entry. Its worked out great! -
Have you tried this open source solution?
Have you looked at TimeTrex Time and Attendance? Its open source, has web based clock in/out as well as several hardware based methods for greater efficiency, handles scheduling, time sheets and even payroll.
We've been using it for a while now and it has been working great, one of my friends who works at a major University uses it as well. -
A good year for open source and taxes...
So far this has been a great year for open source and taxes in general it seems.
This company also released there entire Payroll, Time and Attendance suite as open source. So employers like myself can pay their employees and easily take care of all their payroll related taxes such as W2/W3's, 940/941's, 1099's and state taxes for free. -

Another open source project to keep an eye on...
We recently discovered an open source project that is easily on the leading edge of its industry.
In my opinion there has been a huge gap in open source software covering the employee payroll and time management industry and TimeTrex seems to have stepped up to the plate in a major way.
Our company used to spend over $30,000 a year outsourcing just our payroll to ADP and another $5000-10,0000 a year on time and attendance software. With TimeTrex we were able to consolidate them into one package and eliminate those costs and integration headaches in one fell swoop.
If payroll is a headache at your company, check this project out.
