Solving the Mystery of Declining Female CS Enrollment
theodp writes After an NPR podcast fingered the marketing of computers to boys as the culprit behind the declining percentages of women in undergraduate CS curricula since 1984 (a theory seconded by Smithsonian mag), some are concluding that NPR got the wrong guy. Calling 'When Women Stopped Coding' quite engaging, but long on Political Correctness and short on real evidence, UC Davis CS Prof Norm Matloff concedes a sexist element, but largely ascribes the gender lopsidedness to economics. "That women are more practical than men, and that the well-publicized drastic swings in the CS labor market are offputting to women more than men," writes Matloff, and "was confirmed by a 2008 survey in the Communications of the ACM" (related charts of U.S. unemployment rates and Federal R&D spending in the '80s). Looking at the raw numbers of female CS grads instead of percentages, suggests there wasn't a sudden and unexpected disappearance of a generation of women coders, but rather a dilution in their percentages as women's growth in undergrad CS ranks was far outpaced by men, including a boom around the time of the dot-com boom/bust. -
H-1B Cap Reached Today; Didn't Get In? Too Bad
First time accepted submitter Dawn Kawamoto writes "Employers stampeding into the U.S. Citizenship and Immigration Service to get their H-1B petitions filed before the cap is reached are getting the door slammed in their face today. The cap was hit in near record time of 5 days, compared to the 10 weeks it took last year to have more than enough petitions to fulfill the combined cap of 85,000 statutory and advanced degree H-1B petitions. While U.S. tech workers scream that they're losing out on jobs as H-1B workers are hired, employers are countering that the talent pool is lacking and they need to increase the cap. Of course, Congress is wrangling in on this one as to whether it's time to raise the bar." -
Reversing the Loss of Science and Engineering Careers
walterbyrd writes "In response to the alleged shortages of qualified American engineers and technology professionals, numerous initiatives have been launched to boost interest in STEM (Science, Technology, Engineering and Math) careers and to strengthen STEM education in the United States. Unfortunately, these programs have not proven successful, and many blame the laziness of modern students, the ineptitude of their teachers, poor parenting or, when there are no other excuses remaining, they may even jump to moral decay as a causative agent. However, the failure of STEM is because the very policies that created the shortages continue unabated. This is not a uniquely American problem. The best way to increase interest in STEM degrees is by making certain that STEM careers are actually viable." -
Where Are Tomorrow's Embedded Developers?
An anonymous reader writes "In a similar vein to the previous discussion about the New York professors taking Java to task for damaging Computer Science education, Mike Anderson of the PTR group wonders why it's so hard to find good embedded developers these days. 'As for today's CS programs, it seems that long gone are the computer architecture classes, writing code in assembly language (or even C at this point) and engineering software economics. In fact, a large number of CS majors apparently believe that everything can be implemented in a virtual machine and that both memory and [CPU] cycles are infinite.'" -
An Independent Study on Offshoring IT?
vsprintf writes "What are the real effects of offshoring on the U.S. technology sector? Pick your economist on the subject. The Bush administration's Gregory Mankiw says it's all good, and exporting jobs is just a new way to do trade. In Congressional testimony, Ralph Gomory says a little bit is okay, but too much is bad, while Herman Daly says it's just plain bad. The ITAA's paid mouthpiece, Harris Miller, says it must be good because IT workers in India wear Nike tennis shoes. At last, it appears the IEEE-USA has persuaded Congress to pay for an independent study to determine how offshoring really affects U.S. IT."
