Fourth US Navy Collision This Year Raises Suspicion of Cyber-Attacks (thenextweb.com)
An anonymous reader quotes a report from The Next Web: Early Monday morning a U.S. Navy Destroyer collided with a merchant vessel off the coast of Singapore. The U.S. Navy initially reported that 10 sailors were missing, and today found "some of the remains" in flooded compartments. While Americans mourn the loss of our brave warriors, top brass is looking for answers. Monday's crash involving the USS John McCain is the fourth in the area, and possibly the most difficult to understand. So far this year 17 U.S. sailors have died in the Pacific southeast due to seemingly accidental collisions with civilian vessels.
Should four collisions in the same geographical area be chalked up to coincidence? Could a military vessel be hacked? In essence, what if GPS spoofing or administrative lockout caused personnel to be unaware of any imminent danger or unable to respond? The Chief of Naval Operations (CNO) says there's no reason to think it was a cyber-attack, but they're looking into it: "2 clarify Re: possibility of cyber intrusion or sabotage, no indications right now...but review will consider all possibilities," tweeted Adm. John Richardson. The obvious suspects -- if a sovereign nation is behind any alleged attacks -- would be Russia, China, and North Korea, all of whom have reasonable access to the location of all four incidents. It may be chilling to imagine such a bold risk, but it's not outlandish to think a government might be testing cyber-attack capabilities in the field. -
A Global Fish War is Coming, Warns US Coast Guard (usni.org)

It includes this warning from the Coast Guard's chief of fisheries law enforcement: Nearly two decades into the 21st Century, it has become clear the world has limited resources and the last area of expansion is the oceans. Battles over politics and ideologies may be supplanted by fights over resources as nations struggle for economic and food security. These new conflicts already have begun -- over fish... In 1996, Canada and Spain almost went to war over the Greenland turbot. Canada seized Spanish vessels it felt were fishing illegally, but Spain did not have the same interpretation of the law and sent gunboats to escort its ships. In 1999, a U.S. Coast Guard cutter intercepted a Russian trawler fishing in the U.S. exclusive economic zone. The lone cutter was promptly surrounded by 19 Russian trawlers. Fortunately, the Russian Border Guard and the Coast Guard drew on an existing relationship and were able to defuse the situation...
Japan protested 230 fishing vessels escorted by seven China Coast Guard ships entering the waters of the disputed Senkaku Islands. Incidents in the South China Sea between the Indonesian Navy and Chinese fishing vessels and China Coast Guard have escalated to arrests, ramming, and warning shots leading experts to suggest only navies and use of force can stop the IUU fishing... The United States needs to show it is serious about protecting sustainable fisheries and international rule of law. It needs a fleet that not only will provide a multilateral cooperation platform, but also take action against vessels and fleets that are unwilling to cooperate... If cooperation cannot be achieved, the United States should prepare for a global fish war.
When I read "fish war," I was imagining it more like this. -
Paul Allen Finds Long-Lost World War II Cruiser, the USS Indianapolis (usni.org)
An anonymous reader quotes the US Naval Institute News: Seventy-two years after two torpedoes fired from a Japanese submarine sunk cruiser USS Indianapolis (CA-35), the ship's wreckage was found resting on the seafloor on Saturday -- more than 18,000 feet below the Pacific Ocean's surface. Paul Allen, Microsoft co-founder and billionaire philanthropist, led a search team, assisted by historians from the Naval History and Heritage Command in Washington, D.C., to accomplish what past searches had failed to do -- find Indianapolis, considered the last great naval tragedy of World War II.
"To be able to honor the brave men of the USS Indianapolis and their families through the discovery of a ship that played such a significant role in ending World War II is truly humbling," said Allen in a statement provided to US Naval Institute News on Saturday... "I hope everyone connected to this historic ship will feel some measure of closure at this discovery so long in coming"... Allen's 13-person expedition team, on the R/V Petrel is in the process of surveying the full site and will conduct a live tour of the wreckage in the next few weeks. They are complying with U.S. law and respecting the sunken ship as a war grave, taking care not to disturb the site.

The ship had delivered components for the atomic bomb dropped on Hiroshima just four days before it was sunk. Only 317 of its 1,197-man crew survived, making it the worst at-sea disaster in the history of the U.S. Navy. -
US Navy's High-Tech Ship Loses Power In Panama Canal (usni.org)
bsharma writes: USS Zumwalt suffered engine failure and collided with lock walls while transiting the Panama Canal. The ship lost propulsion in its port shaft during the transit and the crew saw water intrusion in two of the four bearings that connect to Zumwalt's port and starboard Advanced Induction Motors (AIMs) to the drive shafts, a defense official told USNI News on Tuesday. The AIMs are the massive electrical motors that are driven by the ship's gas turbines and, in turn, electrically power the ship's systems and drive the shafts. USNI News reports: "Zumwalt entered the Panama Canal following a successful port visit to Columbia last week -- a visit which the service intended to skip if it thought the engineering problems would continue, several defense officials told USNI News. The ship's engineering plant -- the Integrated Power System (IPS) -- is arguably the most complex and unique in the service. Installing and testing the system -- that provides ship additional power margins to power high energy weapons and sensors -- was a primary reason the ship delivered months late to the service. Before the casualty, the ship was set to arrive in San Diego by the end of the year and start weapon system activation period before joining the fleet as an operational warship sometime in 2018. (Zumwalt is the first of three in the $22-billion class.) -

US Asks Vietnam To Stop Russian Bomber Refueling Flights From Cam Ranh Air Base
HughPickens.com writes Reuters reports that the United States has asked Vietnam to stop letting Russia use its former US base at Cam Ranh Bay to refuel nuclear-capable bombers engaged in shows of strength over the Asia-Pacific region. General Vincent Brooks, commander of the U.S. Army in the Pacific, says the Russian bombers have conducted "provocative" flights, including around the U.S. Pacific Ocean territory of Guam, home to a major American air base. Brooks said the planes that circled Guam were refueled by Russian tankers flying from the strategic bay, which was transformed by the Americans during the Vietnam War into a massive air and naval base. Russia's Defense Ministry confirmed that the airport at Cam Ranh was first used for staging Il-78 tankers for aerial refueling of Tu-95MS bombers in January 2014. Asked about the Russian flights in the region, the State Department official, who spoke on condition of anonymity, said Washington respected Hanoi's right to enter agreements with other countries but added that "we have urged Vietnamese officials to ensure that Russia is not able to use its access to Cam Ranh Bay to conduct activities that could raise tensions in the region."
Cam Ranh is considered the finest deepwater shelter in Southeast Asia. North Vietnamese forces captured Cam Ranh Bay and all of its remaining facilities in 1975. Vietnam's dependence on Russia as the main source of military platforms, equipment, and armaments, has now put Hanoi in a difficult spot. Russia has pressed for special access to Cam Ranh Bay ever since it began delivering enhanced Kilo-class submarines to Vietnam. "Hanoi is invariably cautious and risk adverse in its relations with the major powers," says Carl Thayer. "The current issue of Russian tankers staging out of Cam Ranh pits Russia and China on one side and the United States on the other. There is no easy solution for Vietnam." -
US Navy Authorizes Use of Laser In Combat
mi writes The U.S. Navy has declared an experimental laser weapon on its Afloat Forward Staging Base (AFSB) in the Persian Gulf an operational asset and U.S. Central Command has given permission for the commander of the ship to defend itself with the weapon. The 30 kilowatt Laser Weapon System (LaWS) was installed aboard USS Ponce this summer as part of a $40 million research and development effort from ONR and Naval Sea Systems Command (NAVSEA) to test the viability of directed energy weapons in an operational environment. No word yet on a smaller, shark-mounted version. -
Long-Wave Radar Can Take the Stealth From Stealth Technology
AbrasiveCat (999190) writes "In the continuing game of cat and mouse between offensive and defensive technologies of war, the technology of radar stealth may have been matched by new multiple frequency radar systems. U.S Naval Institute News reports the Chinese and Russians may be developing such systems. The present radar systems use high frequency waves for accurately locating an incoming target. Stealth aircraft are designed to adsorb or reflect these waves away from the receiver. It turns out longer wave radars can see the stealth aircraft. The longer wave radar lacks the precision of the high frequency radar, but when the two are combined, as the Russians, Chinese (and U.S.) are doing, you can produce accurate targeting radar. The F117 may have been in a golden age for stealth technology, it will be interesting to see if the F35 arrives too late to be effective against other countries with advanced radar systems." -
US Navy Admiral Questions Expensive Stealth Platforms
Trepidity writes "United States Navy Admiral and Chief of Naval Operations Jonathan Greenert stirred a controversy by questioning much of the thinking underlying current U.S. defense technology. He argues that stealth technology is unlikely to retain its usefulness much into the future, and so focus should switch towards standoff weapons. In addition, he criticizes the focus on expensive all-in-one platforms such as the F-35 fighter, arguing for a payload-centric, flexible approach he compares to trucks rather than luxury cars."
