Calls to Brussels are cheap, anyways.Calls to Belgian ground lines are $0.02/min for VOIP retail users.. but calls to cell phones are about $0.20/min.
.. unless the cell providers in Belgium are also giving users a discount. Given the number of Americans likely in Belgium right now, this is probably not going to cost these cell providers more than a couple of thousand dollars a day, for a log of good publicity.Not that I think it's a bad idea, or anything -- It's just not as big a deal as it might seem, unless you compare this to their normal prices to call Belgium.

I wouldn't even say you need to go that far. "This call may be recorded..." sounds like permission to me. Thanks! I think I WILL record it.
To answer the original poster, I recently switched our home phone to VOIP using voip.ms. I use the iOS app Groundwire to make and receive calls using my mobile phone as one of my methods for using my old land line number. Groundwire has easy one-button recording, with optional beeping to remind the other party that the call is being recorded. -

Find a VOIP provider that has an IVR option and you could accomplish the same sort of thing. I use voip.ms.
I have the same number as a taxi company in an adjacent area code so I used to get a lot of calls for taxis when the bars close so I created a timed rule to forward to voicemail after midnight. I never thought of using the IVR for that but I may give it a try.

No VoIP plan that I am aware of charges for incoming calls. It's possible they exist, but definitely not with any of the big providers.
Mine does. Though I've got a package that gives me 3500 minutes/month. But if you're really cheap you can get everything a la carte. Incoming phone number (I suppose if you were a telemarketer, or just accepted SIP calls, you wouldn't need one, $4.95-6.95), per-minute charge both in ($0.0149) and out ($0.0105-0.0125), CID (name lookup @$0.008), 911 ($1.50), etc. I did that at first, but the 3500 min package proved to be cheaper.
What's nice is the granularity of control over incoming calls. Though it doesn't have the time-of-day ability of Google Voice, based on CID (including wildcards) you can send calls to hangup/busy/voicemail/SIT tones/forward/custom recording/voicemail hell "press 1 to speak to Atilla the Hun, press 2 to speak to alterations,
... press 100 to speak to..". -

I can't say if they let you buy them from outside of Australia (I'd probably have to order one and pay for it to find out), but voip.ms does have a few international DIDs:
Australia is a heck of a lot more expensive with VoIP.ms ($7/mth compared to $5/yr), but the voip.ms one is unlimited while the mynetphone one is $0.10 per call, if I'm understanding right.
I'm not saying the VoIP.ms one is necessarily a better deal, only that it proves that the option is available, that there are companies that sell Australian DIDs that include enough built-in features (VoIP.ms basically gives you the feature set of a full hosted PBX for free) to do the forwarding and routing rules entirely server-side.
If MyNetPhone supports at least call forwarding to an international number at reasonable rates, it could very likely end up a bunch cheaper for light to moderate use.

- per minute cost only, no monthly sub fee
- good call quality throughout N.America, Europe
- <$25 minimum start amount
callwithus.com way cheaper than both callcentric and voip.ms for countries I frequently make calls to.
