Re:Intent of the Prize Criteria?
The AHS publication of the Sikorsky prize regulations, Flight Requirements 4.4.3, states that "a reference point on the non-rotating part of the machine will be established as a means whereby the observers can judge that the machine stayed within the confines of the 10-meter square", thereby clearly indicating that one point on the machine must remain within a 10 m x 10 m square, not the entire machine.

Maryland is testing today and flying this weekend -- it's entirely possible that they may win the prize tomorrow. AeroVelo made some attempts over the past couple weeks, and came very close, but damage to the aircraft has evidently put them out of commission for at least another couple weeks or so -- no chance of them winning it for a while. Re:10 m^2 or a square 10m per side...
It appears that the 10-meter square is a leeway area, meaning that the craft must not move more than 5 m from the starting point in the cardinal directions, or more than 7.07 m in the 45 degree diagonal directions.
Why not make it simpler with a circular leeway area? No idea.The funniest thing I saw was this rule:
"4.1.2 The machine shall be a rotary wing configuration capable of vertical takeoff and landing in still air, and at least one member of the crew shall be non-rotating. " -

Not yet -- the rules of the contest are pretty specific, but basically they have achieved the duration and stability requirements, and have almost gotten the altitude requirements -- but never on the same flight. They are hoping to win the prize today. Interestingly enough, another competing team in Canada is flying this very weekend.

Although the way that's written, it doesn't even permit the use of coffee or aspirin. Without an explicit list of banned substances, along with the amounts found in the blood/urine to be considered in violation of the rule, just about every person on the planet could be disqualified.

No. The rules http://www.vtol.org/awards-and-contests/human-powered-helicopter/hph-rules (Rule 4.1.4) say that you can not use any form of stored energy. They exclude the rotors, of course.

Use of drugs is prohibited by the rules:
4.2.3 No drugs or stimulants shall be used by any member of the crew. An assurance must be given to the official observers at the time of the attempt that this requirement has been met.

Competition rules url
here are the rules of the competition.
The obvious cheats (lighter than air gases, storing energy in a battery) are banned, but you could 'cheat' by using a human to store up a lot of energy in a low-drag rotor that then changes angle of attack to convert the stored energy to lift. -

Can they use a battery? As in charge the battery using human power and then run the motor off the battery power???
From the rules:
4.1.4 No devices for storing energy either for takeoff or for use in flight shall be permitted. Rotating aerodynamic components, such as rotor blades, used for lift and/or control are exempt from consideration as energy storing devices., -

Those wings have a huge volume, you should be able to get pretty good lift if you filled them with helium. Of course I don't know what the rules would say.
