The only time there is a charge on pay-pal is if you sign up with their pro or business accounts. Then you get assessed a 1.9% + $.25 fee for every payment you recieve.I used to use Kagi, and their payment rate is on a sliding scale - "Kagi charges 6.5% up to a maximum of $3.00 for our operational costs, plus 3.5% plus $0.50 for processing costs we incurr (credit card fees, etc)."
I'd recieve a payment for a low end hosting account (say about $60.00 under my old scale), and Kagi would take about 10% of that. Plus there's generally over a one month lag in recieving payments from Kagi.
However, Kagi does offer some customization features that paypal doesn't, as well as their registration code system for shareware. Each has there pro's and cons I guess.
Yes, there may be some fraud issues with paypal. There can be anytime you purchase something from someone you don't know. At least with PayPal and Kagi, you're not actually giving the person your credit card number. The reason the credit card companies won't get involved is because you've paid paypal and not the person directly. Paypal hasn't done anything wrong, so the credit card companies can't reverse the charges. If you run into, or suspect a case of fraud, let paypal know about it. And it might be a good idea to read paypal's security help on fraud issues.

Linux Expo 2000 Exists!!I posted about this over a week ago. Linux Expo 2000 has indeed been dropped by RedHat and apparently the LUG in Raleigh.
If you look on RH's events page, you'll find Linux Expo 2000 North America (Apparently there's one in Brazil too). It's being held in Montreal, Canada in the beginning of April. I have to wonder if Cowpland will be giving his keynote in French. The odd thing is that this has recieved NO advertising, not even from it's sponsors! If I hadn't been looking damn hard for where to register, I probably wouldn't have found out about it.
I'm really sad to see this happen to Linux Expo. Especially considering Raleigh's only what, a 2.5hr drive from me (Richmond, VA - check out RiVaLUG)..
It was a very fun event. I went to the second one skipped the third (they wanted too much money, no student price), and was at every one since. The first one I went to (the second one), was so cool. About 50 geeks in a classroom listening to John "Maddog" Hall talk about *GASP* Linux as a standard.
:) I forgot what Alan Cox talked about. Lunch was provided in the cost of the event... there were maybe five vendors with a few boxes or promotional materials on foldup tables.The Ottawa Linux Symposium probably is the closest in feel to the early Linux Expo's. Very technically centered. I think I'm probably going to take a few days off of work and hit that one.

Hosting solutions...Well, I offer Linux based hosting on the cheap. We had over 350 days of uptime until this summer, before a kernel bug forced us to upgrade. I think our prices are quite reasonable. We get billed by the bandwidth, so we charge by bandwidth usage as well. We use a colocation provider that's proven very competent and stable over the past 2 years.
I think it comes down to if you can trust the person/company that's hosting your site. Some feel more secure paying more money to a bigger company, some feel more secure paying less money to a smaller company that will give them a little more individual attention.
