The reality has always been far more complicated. The U.S. still maintains contractual control over ICANN, while all governments exert considerable power within the ICANN model through the Governmental Advisory Committee (GAC). Now governments are looking for even more power, seeking a near-complete veto power of ICANN decisions.

WikiLeaks' Assange Hopes To Exit London Embassy "Soon"
An anonymous reader writes Julian Assange has hosted a press conference in which he indicated he is soon about to leave the embassy of Ecuador in London. From the article: "WikiLeaks founder Julian Assange, who has spent over two years in Ecuador's London embassy to avoid a sex crimes inquiry in Sweden, said on Monday he planned to leave the building 'soon', but Britain signaled it would still arrest him if he tried. Assange made the surprise assertion during a news conference alongside Ecuador's Foreign Minister Ricardo Patino. But his spokesman played down the chances of an imminent departure, saying the British government would first need to revise its position and let him leave without arrest, something it has repeatedly refused to do.

Humans Need Not Apply: a Video About the Robot Revolution and Jobs
Paul Fernhout writes: This explanatory compilation video by CGP Grey called "Humans Need Not Apply" on structural unemployment caused by robotics and AI (and other automation) is like the imagery playing in my mind when I think about the topic based on previous videos and charts I've seen. I saw it first on the econfuture site by Martin Ford, author of The Lights in the Tunnel. It is being discussed on Reddit, and people there have started mentioning a "basic income" as one possible response. While I like the basic income idea, I also collect other approaches in an essay called Beyond A Jobless Recovery: A heterodox perspective on 21st century economics. Beyond a basic income for the exchange economy, those possible approaches include gift economy, subsistence production, planned economy, and more — including many unpleasant alternatives like expanding prisons or fighting wars as we are currently doing.
Marshall Brain's writings like Robotic Nation and Manna have inspired my own work. I made my own video version of the concept around 2010, as a parable called "The Richest Man in the World: A parable about structural unemployment and a basic income." (I also pulled together a lot of links to robot videos in 2009.) It's great to see more informative videos on this topic. CGP Grey's video is awesome in the way he puts it all together. -

It has released a 60-page report entitled Healthcare.gov: Ineffective Planning and Oversight Practices Underscore the Need for Improved Contract Management, with a 5 page summary. The key takeaway messages are:
- CMS undertook the development of Healthcare.gov and its related systems without effective planning or oversight practices...
- [The task] was a complex effort with compressed time frames. To be expedient, CMS issued task orders ... when key technical requirements were unknown...
- CMS identified major performance issues ... but took only limited steps to hold the contractor accountable.
- CMS awarded a new contract to another firm [and the new contract's cost has doubled] due to changes such as new requirements and other enhancements...

T-Mobile To Throttle Customers Who Use Unlimited LTE Data For Torrents/P2P
New submitter User0x45 writes: Here's a nicely transparent announcement: "T-mobile has identified customers who are heavy data users and are engaged in peer-to-peer file sharing, and tethering outside of T-Mobile’s Terms and Conditions (T&C). This results in a negative data network experience for T-Mobile customers. Beginning August 17, T-Mobile will begin to address customers who are conducting activities outside of T-Mobile’s T&Cs." Obviously, it's not a good announcement for people with unlimited plans, but at least it's clear. T-mobile also pulled the backwards anti-net neutrality thing by happily announcing 'Free Streaming' from select music providers... which is, in effect, making non-select usage fee-based.

Google Is Backing a New $300 Million High-Speed Internet Trans-Pacific Cable
An anonymous reader writes Google has announced it is backing plans to build and operate a new high-speed internet Trans-Pacific cable system called "FASTER." In addition to Google, the $300 million project will be jointly managed by China Mobile International, China Telecom Global, Global Transit, KDDI, and SingTel, with NEC as the system supplier. FASTER will feature the latest high-quality 6-fiber-pair cable and optical transmission technologies. The initial design capacity is expected to be 60Tb/s (100Gb/s x 100 wavelengths x 6 fiber-pairs), connecting the US with two locations in Japan.

NASA Releases Footage of "Flying Saucer" Braking Test, Declares Success
According to the AP, in a story carried by the San Jose Mercury News, NASA engineers insisted Friday that a test of a vehicle they hope to one day use on Mars achieved most of its objectives, despite a parachute that virtually disintegrated the moment it deployed. The engineers laid out at a news conference what they've learned in the six weeks since the $150 million high-altitude test of a vehicle that's designed to bring spacecraft -- and eventually astronauts -- safely to Mars. Engineers said they achieved the main objective: getting a flying saucer-shaped craft to 190,000 feet above the Earth at more than four times the speed of sound under test conditions that matched the Martian atmosphere. Ars Technica has (beautiful, high-speed, high-definition) video of the test that shows the parachute tearing itself apart, as well as the many parts that went as planned.

Enthusiast Opts For $2200 Laser Eye Surgery To Enhance Oculus Rift Experience
An anonymous reader writes After 30 years of wearing glasses, one man says that the Oculus Rift virtual reality headset has prompted him to get laser eye surgery. With farsightedness and astigmatism, he says, "Never thought much about the laser surgery until the Rift, that's for sure." He has an appointment to get the $2200 surgery on the 13th of this month. "For me it is clear, my eyeglasses are like an obstacle for optimal VR experience," he said. He hopes the surgery will remove his need for glasses, which can be uncomfortable inside of the Rift, if they fit at all, and cause several issues such as scratched lenses and lower field of view. Oculus plans to make the consumer version of the Oculus Rift (aka CV1) more friendly to glasses wearers, "...we have a lot of great ideas for supporting glasses in the consumer version [of the Rift] (especially since a huge portion of the Oculus team wears glasses everyday!)" they noted in their Kickstarter.

Facebook Acquires Server-Focused Security Startup
wiredmikey writes In a move to bolster the security of its massive global server network, Facebook announced on Thursday it was acquiring PrivateCore, a Palo Alto, California-based cybersecurity startup. PrivateCore describes that its vCage software transparently secures data in use with full memory encryption for any application, any data, anywhere on standard x86 servers. "I'm really excited that Facebook has entered into an agreement to acquire PrivateCore," Facebook security chief Joe Sullivan wrote in a post to his own Facebook page. "I believe that PrivateCore's technology and expertise will help support Facebook's mission to help make the world more open and connected, in a secure and trusted way," Sullivan said. "Over time, we plan to deploy PrivateCore's technology directly into the Facebook server stack."

With Chinese Investment, Nicaraguan Passage Could Dwarf Panama Canal
Nicaragua is now home to the early stages of one of the largest infrastructure projects on earth, plans for which have been raising questions for some time now. In a move that will affect global trade in the long term, "A Chinese telecom billionaire has joined forces with Nicaragua's famously anti-American president to construct a waterway between the Caribbean Sea and the Pacific Ocean to rival the Panama Canal. The massive engineering undertaking would literally slice through Nicaragua and be large enough to accommodate the supertankers that are the hallmark of fleets around the world today." (Here's a related article with a bit more on the project from Wang Jing, the Chinese telecoms entrepreneur now also at the head of the Hong Kong Nicaragua Canal Development Investment Co.) One potential problem with the canal: disruption of surfing in Nicaragua.

Google Will Give a Search Edge To Websites That Use Encryption
As TechCrunch reports, Google will begin using website encryption, or HTTPS, as a ranking signal – a move which should prompt website developers who have dragged their heels on increased security measures, or who debated whether their website was “important” enough to require encryption, to make a change. Initially, HTTPS will only be a lightweight signal, affecting fewer than 1% of global queries, says Google. ... Over time, however, encryption’s effect on search ranking [may] strengthen, as the company places more importance on website security. ... While HTTPS and site encryption have been a best practice in the security community for years, the revelation that the NSA has been tapping the cables, so to speak, to mine user information directly has prompted many technology companies to consider increasing their own security measures, too. Yahoo, for example, also announced in November its plans to encrypt its data center traffic.

Ecuador To Forge Ahead With State-Backed Digital Currency

With defaults in recent history, and dwindling oil reserves it will be interesting to see how this decision turns out. From the article: "Congress last month approved legislation to start a digital currency for use alongside the U.S. dollar, the official tender in Ecuador. Once signed into law, the country will begin using the as-yet-unnamed currency as soon as October. A monetary authority will be established to regulate the money, which will be backed by 'liquid assets.'”

Rosetta Achieves Orbit Around Comet
schwit1 (797399) writes with an update on the European Space Agency's comet-exploring craft Rosetta: "Rosetta has successfully achieved orbit around Comet 67P/C-G and has transmitted its first close up images. More information here (1) and here (2) about the rendezvous and what science the mission scientists plan to do as they orbit the comet." As pointed out earlier by reader Taco Cowboy, this is the fruit of a 10-year mission. Reuters points out The mission performs several historical firsts, including the first time a spacecraft orbits a comet rather than just whizzing past to snap some fly-by pictures, and the first time a probe has landed on a comet. ... There is little flexibility in Rosetta's schedule this year. The comet is still hurtling toward the inner Solar System at almost 55,000 km per hour, and the closer it gets to the sun the more active it will become, emitting gases that can make it difficult to predict the trajectory of Rosetta and its probe.

Verizon Throttles Data To "Provide Incentive To Limit Usage"
An anonymous reader writes About a week ago, the Federal Communications Commission (FCC) asked for Verizon's justification on its policy of throttling users who pay for unlimited data usage. "I know of no past Commission statement that would treat 'as reasonable network management' a decision to slow traffic to a user who has paid, after all, for 'unlimited' service," the FCC wrote. In its response, Verizon has indicated that its throttling policy is meant to provide users with an incentive to limit their data usage. The company explained that "a small percentage of the customers on these [unlimited] plans use disproportionately large amounts of data, and, unlike subscribers on usage-based plans, they have no incentive not to do so during times of unusually high demand....our practice is a measured and fair step to ensure that this small group of customers do not disadvantage all others."

Harvesting Wi-Fi Backscatter To Power Internet of Things Sensors

Or, battery-free sensors embedded around your home that could track minute-by-minute temperature changes and send that information to your thermostat to help conserve energy. This not-so-distant 'Internet of Things' reality would extend connectivity to perhaps billions of devices. Sensors could be embedded in everyday objects to help monitor and track everything from the structural safety of bridges to the health of your heart. But having a way to cheaply power and connect these devices to the Internet has kept this from taking off. Now, University of Washington engineers have designed a new communication system that uses radio frequency signals as a power source and reuses existing Wi-Fi infrastructure to provide Internet connectivity to these devices. Called Wi-Fi backscatter, this technology is the first that can connect battery-free devices to Wi-Fi infrastructure. The researchers will publish their results at the Association for Computing Machinery's Special Interest Group on Data Communication's annual conference this month in Chicago. The team also plans to start a company based on the technology. The Pre-print research paper.

Japan To Launch a Military Space Force In 2019
Taco Cowboy writes Japan is planning to launch a military space force by 2019. The Mainichi Shimbun is reporting that Japan plans to create a "space force" within its existing Self Defence Force, hoping to have it operational by 2019. Japan would provide the US military with information obtained by the force as part of the joint bid to strengthen ties in space, the so-called "fourth battlefield", Kyodo news agency said, citing unnamed sources. Note that this plan, which involves simply looking into space using old civilian astronomy equipment and radar, is just the beginning. The transforming space fighters and combat mechs will presumably come later.

San Francisco Airport Testing Beacon System For Blind Travelers
An anonymous reader points out this pilot program in San Francisco to help blind passengers better navigate the airport. San Francisco Airport is testing out location-aware beacons to help visually-impaired people navigate around one of its newest terminals, a program it could roll out to the rest of the airport if successful. An early version of the system was shown off to press today for use on Apple iOS devices, though SFO also plans to make it available for Android users and eventually expand the system to serve up information for those who can see. The beacons are coming from an indoor positioning company Indoo.rs and have been installed throughout the terminal. Each beacon will connect to a smartphone app to pop up with information when a user gets within range. For the visually impaired, the system uses Apple's Voiceover technology to read out points of interest as they come on screen, though an early version of the app also gives people visual cues for how to navigate to locations from a directory that can be sorted. That means you could tell it to help you find the nearest power outlet to juice your gear, or the nearest coffee shops to recharge your body.

Sprint/T-Mobile Plan To Buy Spectrum Together May Be Blocked By FCC
An anonymous reader writes with a FCC proposal that is bad news for Sprint and T-Mobile. A proposal from FCC Chairman Tom Wheeler would block an attempt by Sprint and T-Mobile US to buy spectrum together in the incentive auction that will transfer airwaves from broadcast TV stations to cellular carriers next year. Announced on Friday, Wheeler's proposal seeks to help the smallest wireless companies develop business partnerships with larger ones. But it would not allow partnerships between the biggest carriers, since more than 95 percent of US customers are served by either AT&T, Sprint, T-Mobile, or Verizon Wireless. "Our goal is to promote the participation of as many parties as possible in the auction," FCC Wireless Telecommunications Bureau Chief Roger Sherman wrote Friday. "If two of the largest companies are able to bid as one combined entity in the auction, their combined resources may have the effect of suppressing meaningful competition. Therefore, the item tentatively concludes that joint bidding arrangements between nationwide providers should not be allowed."

Google Sells Maine Barge For Scrap
An anonymous reader writes "Reports indicate that Google has sold one of its two mystery Google Barges. The barge in question is located in Portland, Maine. While Google's Maine barge is to be scrapped, the fate of its second barge – located in Stockton, California – remains unknown. From the article: "Now, instead of planning a future unveiling of the finished project, Google apparently dropped it. In an email response to eWEEK, a Google spokesperson would only confirm that the barge had been sold and declined to reveal any more about the now-defunct project or any such future endeavors. The scrapping of the barge in Portland Harbor was first reported July 31 by The Portland Press, which said it will be heading out to an undisclosed location after being purchased by an unnamed international barge company. The barge carried 63 shipping containers that were arranged to create a four-story building and was slated to be filled with technologies that were to be displayed to the public."
