Well with 15 languages and even more encoding schemes for native languages I would like to see India government filter through this mess of Utf8,UCS4,IsCII, TScii (encodings). But personally I will say that india government is wating public money to slow down the currently shaky internet. But terrorism is a real threat and we have found to our error when our parliament was attacked.
