Xmingwin For Cross Generation Applications

This column gives a recipe for setting up Xmingwin, outlines the most important reasons for doing so and shows you how to generate executables for multiple platforms -- including Windows DLLs -- from a single Linux source."
Usually programs like these are buggy, and it does not work 100% on both systems (look at WINE for example). Since this is not the same "idea" it could be good, but i guess it will take time before people start using it fully.
