Toshiba has been working on water cooling in laptops at least as far back as the year 2000.

Microsoft could strike a major blow against cancer

Why don't they work with one or more of the distributed cancer cracking projects and distribute the client with Windows? They could ensure that it works properly and runs with low priority and so forth. This effort might add a billion machines to the effort, and not cause anyone problems.

It would also go a long way toward patching their tattered public image.
