Is this just a blip as some analysts believe, or is it the beginnings of a resurgence for the technology sector?"

Since you work at an outsourcing company, your perspective on this issue is probably slightly worse than useless. You clearly have an interest in making things seem better for us than they are, so your claims that things are improving are best taken with a grain of salt.
I'll give you credit for admitting on Slashdot that you outsource tech jobs. And not doing so as an AC.
Of course, I could be wrong about you, so I'll post as an AC myself.
Jobs are never lost, they shift...just ask the Indians! They will so also lose out to some eastern European country. Eventually, Africa will dominate the world...about time too.

I "know" what you mean. Like india/Japan/China has ever contributed any major open-source tool or filter to make computing easier....
Oh wait! Most of the people that make open-source tools are in America (not just US) and many parts of Europe.
China's not a threat until the govt over there takes the reigns of their people. Until then, thry're not as much a threat.
Japan's the great mime to the US. Cool gadgets appear over there after WE create them.
And finally,. India's only threat is programming and call centers. Too many of then live in poverty to do much else..

"Government figures" have but one purpose: to justify the continuing expansion of the "government's" power. Absent some kind of corroborating evidence, I would consider them to be completely untrustworthy.
