What you see between a dog's legs and under his belly is not the dog's penis but what is called a sheath. The sheath is a fold of skin that forms a covering around the penis. It is basically an enlongated version of the foreskin in humans. The sheath can be covered with fur or can be bare skin depending on the breed of the dog. Inside the sheath is the dog's penis. To get an idea of what it tastes like to suck a dog's dick, after taking a shower lick your wrist or your hand or some part of your body you'd consider clean (and not a part you'd consider filthy like a dog's penis).
