It's amazing what ways governments find to waste money. This guy must be laughing all the way to the bank at the end of every month.

Probably the reasoning goes something like this:

If we start this when it happens it's too late, so lets start it now.

Also makes me wonder if the rest of the world is in on this. Shouldn't we elect this guy ??
