Ummm... Because most Linux users don't really like Apple much (the ones that did already switched over) and because most linux users have no use for overpriced radio-quality tracks (128 Kbps? come on).

My god, people, these are immoral and illegal acts you are perpetrating! Apple is a benevolent and kind corporation, and these just and entitled IP-DMCA rights that the Framers of our Constitution gave them are being trampled like a whore's undergarment after sex. If this continued orgy of illegal acts continues, I will be forced to contact Mr. Jobs and inform him of these devious machinations.

Steps 1-8 in the article describe how to get the firmware. There are tons of alternatives to those steps; all it takes is for someone to put the firmware on the net somewhere, or for you to borrow a friend's PC, or just have him email you the.exe file,... and the list goes on. Personally I used VMWare to extract the file.
As for iTunes; as others have mentioned, there are several improvements in this update that don't rely on iTunes. And this method will work for any past and future updates as well.
