His death is attracting more and more attention both inside China and abroad. As citizens of the People's Republic of China, exercising our rights and duties as granted by the legislature and laws, we, hereby, publish this open letter. We request that the authorities concerned offer a public reply to our letter, as stipulated by the Chinese legislature and laws. First, we express our deepest grief over the passing of Mr. Zhao Ziyang. On behalf of China's citizens, we request that China's media respect the people's rights to information and report objectively, justly, and completely the news relating to Mr. Zhao Ziyang's death. We further request that the media immediately stop banning and deleting related discussions in the media and on Internet sites. We object to formalistic reports that only serve to promote pre-approved topics like the Party's political studies. Such reporting at this time is inhumane and tramples on public opinion and sentiment. Second, we demand that a funeral committee for Mr. Zhao Ziyang be established, and a large-scale memorial service be convened on Tiananmen Square. We demand that Mr. Zhao Ziyang's life, especially his conduct during the 1989 political event, be justly evaluated. Third, we ask to participate in the memorial service for Mr. Zhao Ziyang. We reserve the following rights: If the government rejects a public memorial service or restrains our rights to participate in the memorial service, we will use our own means to conduct memorial activities on Tiananmen Square or other suitable locations. Four, we request that the National People's Congress, in accordance with the legislation, establish a team to investigate the illegal constraints on Mr. Zhao Ziyang's personal freedom and freedom of speech. Given Mr. Zhao Ziyang's illegal house arrest for 15 years, we suggest that Zhao's family seek compensation from the State. Five, we request that the relevant authorities investigate the presence of Chinese police on Tiananmen Square for the last 15 years. We believe that delegating a heavy police force to monitor the country's public places is a violation of the law. This abuse of power has not only encouraged violations of basic human rights by police, but has also wasted large amounts of the tax payers' money and has badly damaged the country's image. This quasi state of martial law subjects the whole country to an atmosphere of fascist-style political terror, reducing public places to private strongholds. We call on Chinese citizens and all people in the world who are concerned about the aforementioned issues to sign in support of our petition.
