Microsoft Office Formats Not Really Being Opened
Contradicting this earlier article claiming otherwise, smith_barney writes "Contrary to reports, Microsoft is not opening up its proprietary Office XML schemas. Essentially, the state of Massachusetts is simply repositioning what it considers an 'open format.' According to a report in BetaNews, Microsoft told the state it would ease licensing restrictions, but only for 'end users who merely open and read government documents.' This hasn't stopped Microsoft from tooting its horn, but Jupiter Research senior analyst Joe Wilcox says, 'Buzz about so-called open formats is little more than PR FUD.'"

Why don't Slashdot editors do all their research before writing an article instead of posting a retraction the next day?
A man walks into a bar and sees Bush and Rumsfeld sitting in the corner. He thinks wow George Bush and Donald Rumsfeld, he decides to go over and say hello.
"Hi guys this is an honour, what are you doing here ?".
Bush replies "We are planning waorld war 3".
"Really ?" says the man, "whats the plan ?".
"We are going to kill 140 million muslims and a blonde with big tits" says Bush.

dammit, they fooled me again! honest!
There is no difference, he has his facts wrong. There are 50 states AND 4 of them are commonwealths (I live in one of the other 3). According to Pennsylvania, it differenciates itself as a 'commonwealth' to indicate that it's overall benefit is for it's people - or something to that effect. The two aren't mutually exclusive as the parent seems to think.
