Firms Get Away with Selling Untested DRAM

This is being done mostly by Taiwanese DRAM makers, who are undercutting the tier-1 guys by selling untested and unmarked parts.' What's the solution here? Exactly. How do you know if the BSOD is from the faulty RAM or the sloppy Windows code without testing the RAM and other hardware explicitly?
