VoIP Providers Worry as FCC Clams Up

What happens if the customers don't affirm? The FCC isn't saying."
Why don't the VOIP firms just put a divert on all outgoing calls after July 29th.
It would divert to a recorded message saying '911 isn't 911' or whatever message they have to give. Then say 'press 1 if you understand, or 2 if you want to speak to an operator to have it explained to you in words on one syllable.
hitting 2 would put you through to an operator
hitting 1 would log you as having directly responded and be the FCC's required 'direct response'
Easy..... Job done!
