According to the article, the Russians believe the world will be cooler in 10 years. "If the temperature drops Dr Annan will stump up the $10,000 (now equivalent to about £5,800) in 2018. If the Earth continues to warm, the money will go the other way.""

Unfortunately, $9,999 will have gone towards building a giant air conditioner in the middle of Moscow.
Ah, thanks for settling this one for us. If they only would have talked w/ you before they made their bet they could have saved themselves $10,000.
