SALT Telescope First Light

The official opening of the telescope is scheduled for the 10th of November, but scientific observations are already a regular occurence. As impressive as you remark this telescope is, and the advances in optics you suggest, I wonder how long (or how long this technology has been hidden from us) before it will be used to track the movements of you, yes you, before your very eyes. I don't mean to sound like a conspiracy theorist, because that is far from what I am, however, you always have to remember that power in the hands of the unjust is unfortunately not a good kind of power, whereas as you point out in the hands of the just it can become a great tool for learning and advancement of all our race.

I suspect what the author means is:
1) I assume night vision devices were invented by Americans because they're cool technology.
2) Therefore night vision devices must be the best things at seeing in the world.
3) This thing seems to be better, and it's not American? How can this be?
That'd be good for keeping an eye on the niggers.
