Good Software for Editorial Management?

Accounts created to advertise a website are starting to be a real problem on slashdot. We need to nip off topic comment advertising in the bud. It doesn't matter if the actual comment provides useful information if it means we have to put up with off topic ads.
If you get modpoints, please help put a stop to this despicable practice.
