How many countries outside Europe have landed a probe on Titan? How many countries outside USSR have landed probes on Venus (in the 1970's!). Of course, if you handpick the criterion for being on the cutting edge of technology..
I pick by technical feat.
I don't see how anyone can question that having two mobile devices operational on a remote planet and constantly sending us data is more advanced technically than the Venus landers or Titan probe. By any criteria you choose the martian rovers stand heads and shoulders beyond those efforts.
The Beagle would have been impressive as well, but it didn't land and they didn't send two. Landing right counts for something, as that too is part of the technology.
