I think Bush and his friends know exactly what they are talking about. The reasoning behind Bush's argument is simple
  1. Tell America the hydrogen economy will solve the problem.
  2. Tell America that the hydrogen economy is coming soon.
  3. Tell America they can keep running normally on gasoline until hydrogen comes.
  4. Americans like big vehicles that use a lot of gas and say they will buy Hydrogen when it comes.
  5. Americans buy gas for their big vehicles, Americans don't invest in alternatives or reduction.
  6. Bush's oil friends keep selling a lot of gas making Bush and friends money.
  7. Bush needs to secure oil supplies and maintains wars.
  8. Bush's arms and ammunition companies makes more money for Bush, Bush family, and friends.

Bush's motives have little to do with good for American, good for the environment, or the greater good. Bush's motives have to do with keeping family and friends in power and rich.
