US Failing To Prosecute Online Criminals

IIRC, Slashdot story timestamps used to be in GMT/UTC. They now seem to be in a US timezone. Does anyone know why this changed?
Even more offtopic, what's with the four hour gap between stories?
I still see GMT. Given that /. is US based then it wouldn't be unreasonable to use a US timezone, even if GMT is easier for everyone to work from.
As for the four hour gap, I think that's called "The Americans haven't woken up yet" ;)
