Seriously America has the most foolish way of dealing with drug crime. "We're having a problem with this so lets create a situation where there will be a group of people who stand to make a profit by convincing more people to use drugs" It's like prohibition all over again: who gained the most from that? Why the mob of course. Want to hurt drug lords? Then drive the price of their product into the ground by supplying it to addicts cheaply with the advantage that if the government supplies the cheap drugs to them then they don't have the same motive to expand the market.If you take that approach it's a matter of simply not pushing the drugs to new users.
I've heard that during prohibition that foreign alcohol producers were one of the groups that lobbied to keep prohibition[citation needed] because consumption didn't drop, it increased and import taxes just disappeared.
