You're absolutely right. The author of this video would have actually helped the situation instead of mocking it if he had boarded a raft and paddled to GITMO to confront some of the perpetrators of these dastardly deeds.

Blame Congress--they approved it. The responsibility is at the top, not the guys doing the work. And any congressman (or congresswoman) who says they didn't know what they were voting for you should be fired. If they don't know what they are voting for, they are obviously not doing their job.
