My contention is this:
If he lied about the details of the Ogg format, then his conclusions are invalid (ex falso quodlibet).
The point you make here is obvious but from an apparent position of authority you emphasized this and bring it to my attention. From that, I inferred that you may have some doubts about the details presented.
I have not verified the format does what he says it does
In actuality, you don't know and haven't bothered.
