If you build your city - or state - on top of 2 or more very big colliding earthplates. You will get quakes. If history has shown you that there will be earthquakes there... well... don't build there! Sjezus Christ. What good is a warning system that may or may not buy you minutes going to do extra for you when you just know you should not be living there on that scale in the first place.
