What is the Origin of 'Foo'

Another from the numerous Clan Anonymous Coward asks this amusing question: "What is the story behind 'Foo', the word used for anything and everything when teaching programming?" I remember reading about this somewhere, but I've long since forgotten it. Does anyone else remember?
