I think it would be more energy efficient just to set a solid divider between the lanes, eliminating the counter-flow of the air streams, thereby removing most of the vortices altogether and letting the cars run with less air resistance. It is as a friend of mine says: "the power of the energy in the wind is like an 8 mm high waterfall."
Treadmills at the stoplights in the city to power subways or trams would be way more efficient.

It works well. You can design a model, get the parts in a box shipped to your door, and if you want to, publish it online. Instructions are only available online, but you get a picture for the box front. You can buy others' creations as well:

The legal processes are too slow to seriously affect the amount of freely available online content, so it must be a clever way to get more people interested in CC and the shows they produce, by getting media (online communities are sort of media) attention in a really simple way.
