It failed to get ratified quite a while ago. Though some people are still very interested in resurrecting it. Not that it would have mattered in this case, it was to cement the whole EU becoming the government of all Europe thing. Ironically, the frenchies were one the main reasons it failed.
Definately NOD32. Put it on silent mode and it'll only complain if it finds a huge malware infestation. Or if your feeling cheap, AVG, Avast! or ClamAV.
