The word 'citizen' doesn't appear in the constitution, and it and all it's supporting documents (e.g. the Federalist Papers) make it very clear that the founders considered these rights to be inherent to the people, which means the rights existed before the constitution, and the country itself. Besides, don't we want to demonstrate the value of our principles by extending them to everyone who comes under the control of our system?
