So the first implementation would be in fraud detection.
Next it could be used to help monitor performance, you have a lot of patents not getting better as fast as others, are you making bad choices or are you dealing with sicker patients.
Then as it gets better over time, it could get implemented into the EHR clinical decision support module to give you a notice that such a DX with a patient of such a history may need some procedure or medicine prescribed.

Perhaps in a few generations it would be smart enough to actually care for a patient.

No, the language doesn't matter. It is the fact that the COBOL code is old. When it was popular it was common for organizations to write their own software. This custom written software was molded to fit the companies processes and workflow. Then you add decades of alterations and the software gets very complex, however it nearly covers the full operation.

So now if you are going to replace it, right now it is popular to get these "enterprise" solutions that are so generic that it takes more work to configure it than it does to make new software or port the code in a new language.

As well most organizations just don't know why they need to upgrade they just think they do, and after the upgrade they want a program to do exactly what the last one did.

That $40 a year difference could easily be lost if you figure hardware failure(s) that cost $200 for replacement, in that 5 years.

Digital media has brought on new problems.
Creating quality content is still expensive. Mass distribution is easy.
So we have good old economics 101 of Supply and Demand. With Digital Media Supply reaches a level so high that Demand has barely any effect, and the price per unit is 0. So 0 times any number is still 0, which is less money then it makes to create the content.

Pre Digital media we could control this. Books required to be printed, Music on records or tapes. If you were to mass Pirate books or Music without serious loss of quality you would need an expensive operation. Sure we had tapes of songs from the radio or copies of the tapes, however the quality to copy a copy degrades with the analog copy. Not so with digital, every copy is exactly the same as the previous. Meaning we can cheaply make copies ourselves and mass distribute them over and over.

DRM is a way to limit the supply of digital media, so its price won't fall below where they can make profit. Yes I bet some of you Anti-Capitalist say Profit is bad and Greedy and evil and all that stuff... Well if you see Slashdot Posts about any piece of New Technology, you find that "Technology Pros" seems to be very anti-new technology. They will find any fault and exaggerate it so it seems useless... Unless they made it themselves.

In terms of classroom technology I found the following features useful for students.

    1. Syllabubs Online: Yes I can keep a piece of paper organized over a semester. However, it is much easier for me to look it up, and double check it, from my phone, or from places apart from my paper, I am out with my friends, I just popped in my mind, when is that paper due? I can check it on my phone and not worry for the rest of the day. I myself have a lot of anxiety on getting my papers on time, just being able to look it up whenever I just feel much better.

    2. Check your grades: Professors hate hearing this because they think their topic is so much more important than your other ones... However as a student you are usually taking multiple classes at a time, and you cannot dedicate the same to all classes. Looking at your grades and seeing your current grade is a 90% and your Final is worth 20% in one class vs an other class where your current grade is 82% and your final is 30% of your grade, means you need to study harder in the other class. As well as grade posted are often after the curve applied if any. So you are not stressing about your grade of 25% (even though the professor says not to worry) when you realize after the curve it is actually 85%.

    3. Post your assignments online. This is an other anxiety reliever for me. Being able to publish it, without having to worry about carrying the paper clean unwrinkled throughout the day.

  15. I am a supporter for Cloud Technology. However it is not the best tool for every job.

IT job outside of all computer stuff is to support workflow.
There are some parts of a Government/Companies/Not For Profit workflow that works nearly the same as everyone else, or at least across its organization. However Every Organization is different and it does somethings that is better or differently then the others, otherwise it isn't useful, and should just be condensed into one organization.

Because every organization has a degree of Uniqueness you need a Skilled IT department to account for the differences in Work Flow, Cloud systems are not profitable if they need to do too much customization to their service for every organization, or they will be more expensive then having your own IT staff.

A good IT Department should be so Each day is unique, if you are doing the same thing every day, than you are doing your job wrong. The job for computers and software is to do the same thing everyday. A cloud solution is good for a lot of organization who do the same, same things as other organizations. However there is stuff that is unique and they need an IT department to keep what is different flowing.

If college just taught you HTML5 and JavaScipt and PHP. You may be able to get a job, but what will happen after those technologies go out of style.

When I was in College leading edge Web Development was writing CGI application. While Javascript and CSS were available they were recommended not to be used because it was all too common that their browsers wouldn't support it. If we had to save data we would normally save it as a Text File on the server as getting a Relational Database system was often too expensive and required too much computer resources.
My methods and tools in programming for the Web has changed many times over the decades. However I can pick these methods up very quickly in part to my skills I learned in taking Computer Science. C/C++ skills made an easy transfer to JavaScript and PHP and Java. Parallel processing methods made its way to designing Web Services and handling AJAX. LISP/Artificial Intelligence helped me grasp the more advances levels of SQL. Unix inter-process communication and Operating Systems helps me really understand how the Web Server works and how to find was of interacting with it. Even Good old Data structures Loops and Procedures and performance analysis I use daily across many daily work to make my tools run smoothly.
Learning new tools and languages are rather easy, I don't need to go to training classes (If they make me, I am very board) because I have the skills to adjust to changing technology.

Going to college to be a Web Developer isn't a good plan. You can go to college and a goal of being a web developer after is OK, however you should Go to college with the goal of understanding Computer Science, in which you can use these skills in Web Development.

    * I AM NOT EXCUSING THESE GROUPS FOR THEIR HORRIBLE ACTS However I am explaining that their actions in a less emotional reaction.

The problem lies in the fact not in problems with the church's beliefs, or even its policies. Except for the fact that it is an old institution, Just like the Boy Scouts of America. The issue of this cover-up is based on issues that have happened in the past where is was more common to cover it up, and quietly move the offending person away from the problem. This happened with families during the past too. Their Kid gets assaulted by their Uncle, the parents will just make sure the Uncle is never alone with the child, and not invited to as much events as they can.

What compounds the issue is the Church, Boy Scouts, and other similar groups is that they are groups that stand for high moral values. And when there is a lapse it is that much harder for such groups to admit to past mistakes, and compound the problem. In many ways these continuing jokes and jabs validate their concerns about releasing the information. In America although about 1/3 of the population is Catholic about 2/3, are not. And many Christian groups still hold anger to the Catholic Church for things that have happened hundreds of years ago. So when would be a good time to show they have been hiding the practices. Any time would be bad, because there are so many people who wants to see the Moral Group go down and show how bad they are.

Now we combine the Catholic Churches Key belief on forgiveness and absolution. Which has a gap for people who have mental illnesses, where once you confess to your sins you are good again. So the priests who have had a lapse in their control went and got forgiveness, the Church if following that particular dogma then punished the priest further it would seem like they are not holding on to their ideals.

I am willing to bet there are a lot more organizations who have hid their sexual abuse records, and you will find that most of them are from "Good" Organizations who in general are out there tying to help people. Schools, Social Workers, Youth Groups, Mission Groups.... Anywhere where the adults are suppose to be the good guys that the kid should historically trust.

The solution to this problem, isn't making sarky comments and getting angry at the organization, but to help insure there are new policies in place to help protect children, education to teach children and parents on how to protect themselves and their children. Yes punish the people who continued the cover up and lied about it, but this general public over reaction that makes it seem a Catholic Priest is equal to a Rapist is just overall bad and unproductive.
