That is not the point. It is only possible to mine coal or extract oil from land that has coal underneath it. What is it about BLM land that makes it more suitable than other land to grow algae for the purpose of creating bio-fuel?
The argument about whether or not the government should allow coal mining and oil drilling on federal lands is completely different from the argument that algae will only become a viable fuel source when someone is allowed to grow it for that purpose on government land. If algae is a viable source of fuel, why is no one using their own land to produce it in quantity?

So, in other words you are saying that if you run a business that does not have a profit margin large enough to absorb this cost, you are SOL. Big business only need apply in your world. I have a couple of hobbies where the people who make some of the items I buy for the hobby operate a very small business with a customer base spread out throughout the world (although primarily the U.S. and Canada). There are not enough people involved in the hobby in anyone geographic area to make these businesses worth anybody's time. For a significant fraction of these people, having to collect sales tax for every municipality in the country will mean that it is not worth their time to continue.
Just because a problem can be solved for a price, does not make it a good idea to create the problem in the first place (at least now you are admitting that it is a problem).

You are also overlooking all of the sales tax forms that a business is going to have to fill out every quarter, and for good measure, not every state has their fiscal quarters run the same months as everybody else. Sometimes things that you would consider important in a story are left out because the reporter, whose world view is different from yours, does not consider them significant. Other times things that you would consider important in a story are left out because the reporter recognizes that they would undermine the narrative he/she is trying to promote with the story.
I avoid news sources I catch doing the latter completely. However, I would prefer news sources to be more honest in their bias. My biggest problem with Fox News is not their "conservative" bias, since they are rather upfront about that. Rather it is several of their other biases that they try to get people to overlook. I cannot give you examples at the moment because it has been several months since I saw the stories and I filed them in my head under "take all Fox News stories with a grain of salt". I do not find it necessary to take their stories about "conservative" issues with a grain of salt because I know where they are coming from and know exactly what information is likely to be missing. These other biases are a result of investments in Fox News and partnerships with Fox News by organizations and individuals who I know to have agendas, but whose agendas I am unfamiliar with the details.

Some years back the state I live in changed its sales tax from one that was simple to understand what was taxable to one that was fairly complicated. A local merchant gave up on figuring out was now taxable and what wasn't. He collected sales tax on everything and remitted the full amount to the state. The state prosecuted him for over collecting sales tax, the fines were more than his yearly profit.
OK, how do you figure out what to charge the guy who lives in the county that charges 8% sales tax but has the sip code for the city that charges 8.5% sales tax? How do you know that he does not live in the city? What happens when the county implements a three day tax holiday? On only certain items?
