I'm currently doing this by giving users a KDE desktop and using crossover-office to instal MS Office 2003 (which they currently use because they don't like the ribbon.) The main reason that LibreOffice is a non-starter is because it has no Access support.
Most of the time they are using a web browser, and since they already use Firefox and/or Chrome, they seem to be quite happy.
