I did a calculation once upon a time when I designed a 300 man space base, lofting the water alone would cost Billions of $ per year, assuming a Space Shuttle model launch cost. Far cheaper to loft energy from ground based mechanisms to combat space clutter. If the space gun aka John Hunter concept was still alive, we could send up ice less expensively in that manner ala Jules Verne. Ground based LASERS are impractical at this stage of their development, which leaves ground based kinetic projectiles as the sole cost effective, short term solution to the problem.

Nah, that war with the Martians ended 65 million years ago, when they blew up the home (5th) planet with their worm hole doomsday device, and both camps of survivors in space settled the only viable candidate planet in this Solar System, Earth. The near term solution is layered defenses around each satellite of high value, these impact bumpers will act as sacrificial lambs to slow down the debris and protect the satellite. There are problems and limitations with any layered defense solution, but these can be overcome. This is not a solution for all debris, just most of the small and annoying stuff. The cost for the layered defense can be borne by the User Community at large.
One long term solution is to "steer" the debris towards re-entry using directed energy management solutions with ground based energy projection. Another method would utilize shpeparding technology to "herd" the larger pieces towards LaGrange points for eventual smelting and re-use. The removal of the smaller pieces is an enormous problem and would require energy projection and management in use over a long time span to solve the problem. Since no one on this planet seems to care for long term survival of our human species by getting our seed off planet onto other heavenly bodies, I see no problem here.
