Meanwhile, in many parts of the United States many consumers and business owners still access the Internet using low-speed dial-up connections. In September 2005, the U.S. Department of Commerce released a study that citing that only 24 percent of Internet households in rural areas even had broadband connections, compared to more than 40 percent in urban areas.
Both rural and urban areas are in need of improvement, therefore it is time for government, communities and industry to work together to shape policy that will accelerate the deployment of broadband.
