it would cause SOMEONE to observe the signal traveling bacwards in time. Because we have to transform the times for any inertial observer someone in a rocket ship going very fast (but still below the speed of light) will see the transmission of the signal occur after it is recieved.
Restrictions on speed are only reserved for our dimension, this is avoided by using another dimension. In this case light is not traveling faster than its normal speed, it simply apears to us that it is. I would not cause an someone to see the signal travel backwards in time, it would simply cause them to recieve the signal before they see the signal being sent, the difference is enormous. The only time a backtrack of time would apear would be if someone was sending a signal to themself, say with a transmiter in their hand and a reciever in their ear. then the signal would reach their ear before they sent it, theoretically.
In any other situation the transmission would just be recieved extremely fast. The closest analogy would be a radio station. The signal from the station reaches someone 14 miles away before someone in the back of the radio booth can hear it. this doesn't cause any major problems. (parodox, time travel, the like) Nor would faster than light extra dimensional transmisions.
The problem with all of this is first that there is no way to stop using domain names, simply because hardly anyone would use the internet again. Though that almost seems preferable.Second, there is no way to register domain names with background checks (what a one month waiting period?) that would be acceptable to everyone. the best solution i can think of is every time a trademark is awarded, give the domain name along with it.
