For the last time (yeah right), jets are not affected by local time. They use UTC. The F-22 probably had a problem with jumping onto the other side of the planet in a split second where the screen folds.
I agree that it is not the best saying, and can work both ways.
You can spring forward, like in jumping forward. When you push down on a spring, it automatically springs back.
You can fall backward. I've done that. You can also fall forward. I do that way more often.
Think of beating someone up. You spring forward towards them. You're a nerd, so when they punch you, you fall down backwards. The other guy is big and dumb, so he's not going to use tactics to use your spring against you. But you're a puny nerd so he doesn't have to.
