Most UNAM and IPN grads want to work for the bureaucracy instead of industry which is reflected in their curriculum. This probably makes them less attractive to industry (rightfully or wrongfully so).

You're still right though - I believe the previous story was referring to Core2 sometimes not obeying the NX bit, which is a much bigger security issue than the processor crashing.
