    The shuttle was most certainly not made by the lowest bidders. Perhaps this is the situation in your relationship to NASA, but I can assure you I have won contracts with NASA where I was at the top end of the bidding spectrum. Some of their project managers are very intelligent people, and know how to get the most bang for the buck.

    I often get embarrassed by the stereotype that conservatives have, which you tried to describe. But I must say that you certainly have something about your writing styles that would make it not so hard to believe that you are a Nascar fan yourself. While your points may be valid, you are only bringing harm to your position by talking about it. Why don't you leave the writing to the east coast far left liberals that often challenge my personal conservative positions.

    But why not out source the process? Pay people for finding prior art with a list of applications online. As long as you charge more for the process than you reward the person that find prior art, it seems like it would work.

    Just looking at technical out sourcing sites, it's obvious that some really talented people are willing to do crap like this for a lot less money than their time is actually worth.

    Microsoft provided a good service by offering the express edition of visual studio. It would not make since to strip away features they have already developed in a package, while offering it for free, if a third party could come forward and develop the same features; creating a package that rivals Microsoft's.
