No this isn't. It's possible to recognize 2D barcode on a 320x240 image taken in bad lighting conditions and at reasonably oblique angle in real time.
And I'm afraid you won't find a phone with enough processing power to deal with 3MP image in a sane amount of time. By my experience, resolution is of much less importance than a nice lens and the ability to focus the camera.
