First off, your case usually shields from EMR. Secondly, when you OC, you only emit about the same EMR as a processor of that speed. In other words, I have a 700Mhz processor running at 950Mhz. This does not emit much more EMR than a 950Mhz T-bird.
If this still concerns you, then simply don't do it. In fact, do not use a computer/monitor, do not live near power lines, do not watch TV too closely, do not stand near the microwave, do not get a gas/electric hybrid automobile, do not use a cell phone, do not use a cordless phone, do not put your desk near a wall in your office that has more than one AC outlet...
Okay, now that is getting carried away but my point is that EMF is everywhere in our world. Yes, some devices produce much more than others however they all add up. From the studies that I have read, the monitor is the most dangerous culprit aside from high-voltage electric wiring. I do not see how an overclocked PC can be much worse unless the case is open and right next to you. If you take the simple precaution of closing up the case and putting it a safe distance from where you sit, you should be fine.
Umm, I do not know when you used to OC, but in my recent experience I brought an Athlon from 700 to 950 and never had any stability problems. The key is that the processor actually had a 900Mhz core. You see, at the time AMD was keeping the 700 line because it was selling. But to have a fab for 700, 800, 900, and whatever else they were making would not be cost efficient. So they make all 900 cores for that few weeks of fab and put them in whatever they are selling. I get the 700 for a few hundred cheaper and there ya go, 950 with only a $20 heatsink/fan..
so, is 250mhz with 100% stability good enough for you?
You'll also want to underclock your system because by doing so, you'll reduce heat still further.
Basically you are right but IMHO underclocking can be just as dangerous as overclocking and can lead to undesired instability. The key is to make sure you burn in the processor just as if you are going to overlock before you underclock.

Detroit is turning into the next Flint and the rest of the state is gonna be worse than texas (not that there is anything wrong with that) after the CCW laws take effect next summer. I do not see why anyone besides hunters, fishers, and general rednecks would ever want to locate themselves here by choice. Is there any real incentive for a tech startup to locate here? Not unless they want a new Ford super huge gas-sucker to cruise the off-road (suburbs) in.

Dude, you really have problems if you are concerned about this. Last I checked, AMD processesors are cheap(er). Granted, if you are a hobbyist and feel like putting on a Peltier system, then who cares?? Myself, I am by no means 'rich', but I do have an overclocked system with a golden-orb (oooh, 20 whole dollars!) clocked up from 700 to 900Mhz. I have not had a crash that was not attributed to software in over 6 months (when I put the system together)

The problem exists for all OSes. There always exists the * zealot whether it is *BSD, Linux, Win, Mac... I like and use both BSD and Linux but I got hired into a M$ shop that would only touch Win products with the exception of a Sparc in the corner of the server room. The problem was that my boss was a MS zealot and would only touch M$ stuff. I had very little say in anything, so I persevered...
Oh, and my boss? He got fired and I do his job now.. I am slowly phasing in BSD for our firewall and proxy and I have some Linux boxes running is a test group.. the point is that one does not have to be a raving zealot to take part in the movement. All you have to do is be patient and implement the best OS for the given task, that is the best anyone can do. Trying to shove an OS down people's throats is what makes people resent and stereotype supporters of a given OS.
This one is really difficult to determine. I mean, it is something that I have never even pondered! My gut reaction is that it should not be illegal and that the origional decision should be upheld, then I thought about it and realized how sick and demented this can be. The bottom line though is that the government should not be able to 'censor' any form of art no matter how sick and demented it is! I, personally, am revolted to think that people would appreciate this stuff, but the fact remains that the governement should not make the decisions for the people... (Unless the images are in public, but that falls under pornography laws anyway..)

I worked on a project a few years ago to integrate the Palm into the routines of doctors at a major university hospital. The project started out by allowing doctors to access an online database to lookup test codes when ordering a test for a patient. This was done by setting up a web clipping applet on a PalmVII and changing the previous webpage a bit. The project was a success despite the fact that some docs preferred the 'old way'.
The next phase of the project was to allow the doctors to access patient records via the palm. This of course would require a 'key' in the palm that would allow only that unique palm on top of authentication to the server to have access. It would then be tested with a fake patient database and evaluated. It would then go in front of a board to determine the security and applicability of the process and whether a 'live' test group be started.
At that time (1999) many doctors were very apprehensive about using this, I hope things have changed by now..

For instance, if two stations in a given metropolitan area (Station A and Station B) play the same song, but Station A has a more powerful antenna then Station B, does Station A pay more since Station A is reaching (potentially) more of an audience?
Furthermore, would a station pay less if they mixed in country music since that will decrease the number of listeners??

The only down side to TDD is you do not know if a call is long-distance or local. Ameritech decided to add a bunch of area codes to my region, and now I do not know whether to dial the area code or not, and on top of that I do not know whether it is long distance! I can dial a 7-digit number and get billed "zone call" and a 10-digit number is local!
Best yet, my parents live in 734, the neighbors across the street are 248, and it costs more to call across the street than it does to call my sister 15 miles away!! Not only that, but it cost even more to call my number at school (also 734)
If they would just go to 10 digit and apply charges according to distance life would be much much easier...
