This has happened, I read about one case where the victim (buyer) turned in the dealer. Both were eventually convicted for different things.
In my country there is no marking involved, instead there is different ballots for each party, similar in color, layout and size. You put the ballot of the party of your choice in an envelope, walk to the two officials and show your ID. They check you're in the list of voters, takes your envelope (to make sure you haven't got two) and put in in the box.
When they close at eight, the box and all the envelopes are opened, and it's made sure there is only one ballot in each envelope. It's checked that the number of votes matches the number of ticked names in the list of voters. Then all ballots are counted by hand. Usually everything is finished before two in the night. Then there is recount by the central committee in the next week, the differences from the preliminary count are usually minute.
If you want you can make sure the box is empty in the morning, hang around the whole day, and the supervise the count. *Some simplifications are made.
My bank uses a "digipass", a device in which you enter a challenge code and gets a answer code back. The log-in goes like this
1. Enter your id number at the website of the bank (id number is a national administrative number and is not confidential)
2. Unlock the digipass with your four-digit PIN (of your own choice)
3. Enter the challenge code provided by the site
4. The digipass then provides an eight-digit answer code
5. Enter the answer code at the site of the bank
6. You'r in!
You also have to do a similar procedure when confirming payments etc, but then with entering the reciever's account number.
This has been safe so far, but I can think of a possible attack when a phising site follows the same steps at the site of the bank as it leads the user through and thus logs in.
Another common way is to cooperate and push one "pilot case" though the courts, and then if it loses, pay the court costs for that person together. And if it wins, the defendant will usually choose to settle with all other plaintiffs at the same terms as the pilot ruling.

At least in Sweden, you can make an emergency call on another network if the phone can't reach your own. So trying other calls isn't a wouldn't work.
