I currently pay around 0.20 ZAR (20c - around US$0.025) per message, and would have a complete shit fit if I was told I have to pay for messages I receive.
That said, telecommunication and data costs in.za are among the highest in the world. As an example, it'll cost Joe Average around $100/m for a 1Mb line with a 3GB hard cap.
