2. on budget
3. to the specified level of quality
4. while constantly measuring the 3 items above
If you'll be managing more projects in the future, I would seriously look at a certification program based on PMI's PMBOK. The PMBOK is the project management bible. If this is a one-time thing, you can probably get by with one or two good books from Amazon.
Since the PMBOK assumes a waterfall methodology, you may need dig deeper into Agile Project Management if you're going to do iterative development.
