Acquisition cost: less, but what would it do???
TCO: A lot more, since you'd have to pay a fleet of developers to put together an OS (on commodity hardware) that mimics zVM and can run mainframe apps that are 40 years old.

I'll infer you represent (or work for) the management company for an HOA.
Of course everyone else won't absorb the costs for an individual that "won't pay". You'll send letters warning dues are past due, assess late fees and eventually put a lien on their property.
Give microcontrollers a try. The Parallax Basic stamp kits make it really easy to get started. good examples in available books covering lots of different topics. Lots of examples around the 'net too.

The "unbridled hat the pervades/.'s reaction [to Microsoft]" might be stemmed somewhat if their releases were tested better before sent into the wild. Releasing updates advertised as service packs and/or critical that cause problems does not help Microsoft's products in the market.
BTW, my XP SP3 update went without issue on a system with a recent, fresh, install of XP. IMHO, the whole thing is probably less of an issue on newer/cleaner installs than machines that have been running for some time.
#1 has persisted - in a new way. See http://en.wikipedia.org/wiki/Chipkill on IBM's chipkill and bit steering technology which is above and beyond ECC memory.
