A better analogy would be the road builder building a road, charging customers in order to use it. They say you can drive 60mph on it, but they crammed so many customers on it that you will never reach 60mph. They continue to cram more customers on it.
Now, add to the fact that the road builder received a massive grant by the government in the form of tax payer dollars to build new roads. The road builder takes this money, builds a shitty new road that is nowhere near as good as they predicted, and then charge people even more money in order to use it.
