The problem is the enforcement industry and their lobbyist 'gangs' would become smaller and less subsidized. No industry wants to be relegated obsolete, no matter how irrelevant or impotent they may become. Create problems where there are none or belabor the real ones and you will always have job security. Don't forget to grease the proper palms, too.
