But here is not one perfect program that suits everyone's needs. For me, i have used BitDefender and Nod32 but it still cannot remove all the viruses resident in memory.

So, it probably isn't 20% of the total expenses, but it would have to be close.
There is not impossible if the budget will increase year by year as we know that security is very important in IT nowadays. A lot of testing has to perform to produce the secure system.All of these testing required a huge amount of budget.
We called the person who stole the credit card info as a fraudster.It is irresponsible to publish this sort of information (credit-card numbers, contact details) on the web.There should be an independent authority,the police for example, where you can go with your information and certain action must be taken instead of making it accessible to the public.
Most of the problem of hacking or cracking the message(email) is caused from the user itself. The user always used the dictionary words as their password. For the cracker, it takes less than a second to hack/crack into the email. so to prevent it, i suggest that all the user used the combination of characters,string,numbers to setup the password. Even though its not 100% to prevent from the hacker but it will make them take long time to hack it. Further, using a digital signature also a good method for us to avoid the hacking problem.For example using the VeriSign (the SSL certificate) that operates intelligent infrastructure services that enable and protect billions of interactions every day across the worlds voice and data networks. If the users are more alert on this issue, the problems of this also will be decrease.
chroot is to change root directory and its restricted to the root user only. The problem affects chroot inside of an SMB-mounted filesystem ('smbfs'). A local attacker who is bounded by the chroot can exploit this issue to bypass the chroot restriction and gain unauthorized access to the filesystem. This is why chroot is not a security device.
